NCSL supports school leaders to access its provision by subsidising leadership programmes. School leaders pay a charge towards the cost of the programme but those from small schools (with fewer than 100 pupils) are fully subsidised and are also supported by receiving their full travel and supply cover costs.
Charges have remained fixed since 2004. However, in the autumn of 2006 a review of our charging and subsidy policy was carried out, following an in-depth consultation with over 300 school leaders. After the review, in December 2006 the governing council of the College confirmed that there would be a small reduction in the subsidy on three of the leadership programmes, with a corresponding increase to school leaders.
We remain acutely aware of the need to minimise any impact these changes may have on school budgets, so the changes will be phased in over a three-year period, beginning in September 2007. The changes will result in an annual increase of £70 for a participant on each of three identified programmes:
Charges for all other programmes will remain the same. The subsidy for small schools (including payment of travel and supply cover) will continue on all programmes, including Leading from the Middle, Leadership Pathways and Head for the Future.
